StepSecurity offers a GitHub PR check that fails PRs introducing npm packages released within a configurable cooldown period. OpenRewrite has an AddDependabotCooldown recipe for automatically adding cooldown sections to Dependabot config files. For GitHub Actions specifically, pinact added a --min-age flag, and prek (a Rust reimplementation of pre-commit) added --cooldown-days.
